Following unanimous passage by the Seattle City Council, Mayor Bruce Harrell signed the Seattle Building Emissions Performance Standard "BEPS" legislation (Council Bill 120718) into law on December 13, 2023. BEPS applies to existing nonresidential and multifamily buildings greater than 20,000 square feet and sets carbon emissions targets that buildings must meet over time to reach net-zero emissions by 2050. Compliance starts with benchmarking data verification and emissions reporting requirements due starting in 2027 to encourage planning and action to meet first emissions targets by 2031-2035.
